The Maltese Desk is headed by Philip Galea Farrugia, who is the National Member for Malta since July 2017.

In 2019, the Maltese Desk was involved in 70 new cases, 5 coordination meetings, 2 coordination centres and 2 joint investigation teams.

Philip Galea Farrugia has been the National Member for Malta since July 2017. Having obtained his doctoral degree in law from the University of Malta in 2001, Dr Galea Farrugia set up his private law practice in Valletta, where he worked in several legal fields and appeared before a wide array of courts and tribunals. In 2010, he joined the Office of the Attorney General in Malta, where he furthered his specialisation in criminal law and prosecution, and was lead prosecutor in numerous capital trials by jury. He was promoted to Senior Counsel to the Republic and, as of October 2013, he was appointed Assistant Attorney General. He currently heads the Criminal Law and Prosecution Department.


Deputy National Member

The Deputy National Member for Malta is Dr. Elaine Mercieca. She graduated from the University of Malta as Doctor of Laws in 2007. After working briefly with a private aviation firm, Dr. Mercieca joined the Criminal Law and Prosecution Unit within the Office of the Attorney General in 2008. Today she is a senior lawyer specialising in money laundering cases, international co-operation in criminal matters, and prosecutions, whereby she has led various trials by jury. Moreover, she has served as an EJN national correspondent and contact point. Dr. Mercieca has also represented Malta in various working groups and committees dealing with criminal law within the EU and the Council of Europe.


Assistants to the National Member

Maria Baldacchino has been Assistant to the National Member for Malta since March 2020. Dr Baldacchino graduated in law in November 2018. In September 2019, she received her advocate’s warrant. Between February 2019 and December 2019, she worked with the Ministry of Justice, Culture and Local Government, and was primarily dealing with the transposition of directives into national law. Dr Baldacchino joined the Office of the Attorney General in January 2020 and was assigned to the Criminal Law Department, focusing mainly on matters related to the International Cooperation in Criminal Affairs Unit.
