Eurojust National Coordination System (ENCS)

The goal of the Eurojust National Coordination System (ENCS) is to coordinate the work of national authorities and Eurojust. The ENCS facilitates, within each Member State, the carrying out of the tasks of Eurojust and, among other things, helps to ensure information related to the Member States concerned is relayed to the Case Management System of Eurojust in an efficient and reliable manner.

With an overall mandate to facilitate the transmission of information, the ENCS plays a key role in determining whether a request requires the attention of Eurojust or the EJN, and helps the National Members at Eurojust to identify the relevant authorities connected to the execution of requests for judicial cooperation. The ENCS also maintains close relations with the Europol National Unit, and ensures that Eurojust provides feedback to judicial practitioners in the Members States.

Composition and tasks

The national correspondents for Eurojust are responsible for the functioning of the ENCS in their respective Member State. The ENCS in each of the Member States connects and ensures coordination of the work carried out by:

  • the national correspondents for Eurojust;
  • any national correspondents for issues relating to the competence of the European Public Prosecutor’s Office (EPPO);
  • the national correspondents for Eurojust for terrorism matters;
  • the national correspondent for the European Judicial Network in criminal matters (EJN) and up to three other contact points of the EJN;
  • the National Members or contact points of the networks concerning joint investigation teams (JITs); genocide, crimes against humanity and war crimes; asset recovery and corruption; and
  • where applicable, any other relevant judicial authority.

 

Activities

The ENCS facilitates the carrying out of Eurojust’s tasks within the Member State concerned, for instance by:

  • ensuring information is relayed to the Eurojust Case Management System in an efficient and reliable manner;
  • assisting in determining whether a request should be handled with the assistance of Eurojust or of the EJN, to establish the proper channels for assistance;
  • assisting the Eurojust National Member to identify the relevant authorities connected to the execution of requests for judicial cooperation;
  • maintaining close relations with the Europol National Unit, other contact points of the EJN and other relevant competent national authorities; and
  • facilitating feedback from Eurojust to the Member States.
