Eurojust handles close to 14 000 cases in 2025: Annual Report now live!

As an integral part of the EU’s security and criminal justice architecture, Eurojust continues to increase its operational output, coordinating a record number of cases in 2025. The Eurojust Annual Report 2025 showcases the operational achievements of the agency including its growing number of casework, expanding global partnerships and expertise as the eminent EU hub for judicial cooperation. 

Operational Outcomes 

In 2025, Eurojust delivered a significant operational impact in the fight against cross-border crime. The Agency supported 13 946 criminal investigations, including 5 582 newly registered cases, and facilitated a record 412 joint investigation teams—nearly half of which also benefited from Eurojust funding totalling over EUR 2 million.

Eurojust’s efforts contributed to the arrest or surrender of more than 4 443 suspects and the seizure or freezing of criminal assets valued at approximately EUR 1.2 billion. In addition, the Agency supported operations leading to the seizure of illicit drugs worth an estimated EUR 31.4 billion.

Highlighting the increasing scale and complexity of cross-border crime, the investigations handled by Eurojust in 2025 involved more than twice as many victims as in the previous year.

These results underscore the critical role of Eurojust in enabling effective judicial cooperation across borders, working in close partnership with authorities and stakeholders across the criminal justice chain.

A Growing Agency 

Since 2020, Eurojust has grown within the challenges facing Europe’s criminal justice architecture and has been responding with increased output. Compared to five years ago, the agency has: 

  • Increased its caseload by almost 60% 
  • Increased the number of joint investigations coordinated by 64%
  • Increased the number of cases involving a European Investigation Order by 46%
  • Facilitated the seizure of 946% more drugs (as compared to 2020)
  • Facilitated casework that impacted a staggering 3175% more victims (as compared to 2020)

Eurojust President, Michael Schmid, said:  “The 2025 results show both the scale of today’s cross-border criminal threats and the strength of our collective response. Eurojust has significantly expanded its operational reach in recent years, supporting nearly 14.000 cases, coordinating more joint investigations and helping to protect a growing number of victims. At the same time, we are continuously improving how we work—adapting to an evolving legal landscape and strengthening partnerships within and beyond the European Union. This progress confirms Eurojust’s crucial role in delivering effective judicial cooperation and ensuring that justice keeps pace with increasingly globalised crime.

In 2025, the European Commission published its first evaluation of the Eurojust Regulation, recognising the Agency as an indispensable actor in judicial cooperation against serious cross-border crime. The report finds Eurojust highly effective in strengthening coordination between national authorities and delivering clear added value beyond Member States’ individual efforts, while also identifying areas for improvement in governance, efficiency and decision-making.

Strengthening  Partnerships Outside the EU

Eurojust is continuing to scale up its cooperation with judicial authorities outside the European Union to bring down globalised criminal networks effectively. In 2025,  Eurojust concluded new working arrangements with Egypt, the Dominican Republic, Paraguay, South Korea and Uruguay allowing for a framework of coordinated cooperation, and welcomed the signature of the International Agreement between the EU and Lebanon on cooperation with Eurojust. 

Major Cases in 2025

  • Actions against EUR 300 million global credit card fraud: Three criminal networks that defrauded several million credit card users from 193 countries were rolled up during a large-scale and global operation, coordinated by Eurojust.
  • Dismantling a major drug trafficking with links to Latin America:  A large-scale, coordinated operation by the Slovak and Hungarian authorities led to the dismantling of a major organised crime group involved in the trafficking of cocaine, hashish and cannabis throughout Europe. 
  • Individual captured suspected of transmitting state secrets: An individual suspected of disclosing unauthorised disclosure of state secrets to representatives of a higher power was arrested by Romanian, Czech and Hungarian authorities following cooperation coordinated by Eurojust.
  • 35 members of criminal group who stole over 7 000 artefacts arrested: After 7 000 cultural artifacts are found during a house raid in Bulgaria, a complex investigation starts to retrieve other missing artifacts and arrest the suspects behind the trafficking. Bulgarian, French, Germany, Greek, Italian and Albanian authorities worked together with Eurojust to arrest 35 members of the criminal network and retrieved 3 000 artefacts with an estimated value of EUR 100 million.
