
On 2 and 3 April 2025, Eurojust organised the second symposium on victims’ rights, under the auspices of the Polish Presidency. The symposium gathered practitioners who shared experiences related to securing the identification and engagement of victims in order to build solid investigations. The Symposium highlighted that defining who is a victim is not always easy, in particular in a cross-border context. Discussions also highlighted that the identification of victims is a precondition for granting them the possibility to exercise their rights to information, to be heard in judicial proceedings and to compensation. Best practices to incentivise victims to contribute to prosecutions and investigations were presented to mitigate the phenomenon of underreporting, which was also identified as a challenge for many judges and prosecutors.
