The Justice and Home Affairs Agencies Network, comprising nine EU agencies (CEPOL, EIGE, EUAA, EUDA, eu-LISA, Eurojust, EUROPOL, FRA, Frontex), aligned its 2025 activities with the JHAAN Trio Presidency priorities: the responsible use of digitalisation, innovation and artificial intelligence, and strengthening European internal security. The EU justice and home affairs agencies coordinated joint initiatives supporting EU Member States, institutions and citizens - from AI governance frameworks and interoperability milestones to operational cooperation under the European Multidisciplinary Platform Against Criminal Threats (EMPACT) and the EU internal security strategy ‘ProtectEU’.
This report presents the key activities and outcomes of the cooperation between the nine EU JHA agencies throughout 2025, focusing on their work with respect to migration, asylum, border management, security, serious and organised crime, fundamental rights, gender equality and cooperation with external partners. Overall, the report underscores deepening inter-agency collaboration, operational alignment and knowledge exchange among JHA agencies.
