With the active coordination of Eurojust, and collaboration with the NATO Support and Procurement Agency (NSPA), authorities carried out simultaneous arrests in Norway and searches in Romania and Germany connected to a large-scale fraud investigation against a company supplying services to NATO military vessels.

In April 2025, Eurojust began providing judicial support to a cross-border investigation into alleged fraudulent invoices submitted to the NATO Support and Procurement Agency (NSPA). The NSPA is the North Atlantic Treaty Organisation’s (NATO) main services provider, handling among other things, logistical support and the procurement of military equipment and services.
The investigation revolved around a company and its subcontractors that were allegedly submitting fraudulent invoices as discovered by the NSPA, relating to husbandry services (essential shore-based support provided to vessels and their crew) supplied to NATO military vessels making port visits in North-Western Europe.
It is estimated that the total losses to NATO member countries is over EUR 1 million with the exact amount of fraud still under investigation. The fraud allegations also include bribery of foreign public officials done by the suspected company through an intermediary, in return for favoured support with their contractual dealings with the NSPA.
In July 2025, Eurojust supported the setting up of a joint investigation team (JIT), enabling authorities from different countries to work together within a common legal framework and directly exchange information and evidence related to their investigation. In addition, Eurojust hosted several coordination meetings that allowed authorities to prepare for a coordinated joint action day. Throughout the process the NSPA provided crucial support and information that helped the joint investigation team.
Results of the Action Day
The joint action day took place today simultaneously with the support of authorities from Norway, Romanian and Germany and resulted in the following:
