Eurojust annual meeting on counter-terrorism addresses emerging trends

27 November 2025|NEWS

Judicial practitioners from 33 countries gathered at Eurojust for its annual meeting on counter-terrorism. The event brought together specialised prosecutors and other experts from EU Member States and third countries, as well as representatives from EU institutions, to address the ever-evolving terrorist threat.

The meeting was opened by Mr Michael Schmid, Eurojust President, who emphasised the increasing need for cooperation between counter-terrorism practitioners, underlining that the threat of terrorism in Europe remains very much alive. Mr Baudoin Thouvenot, National Member for France and Chair of the Eurojust Counter-Terrorism Team, reaffirmed Eurojust’s commitment to continuing to assist Member States with terrorism-related investigations and prosecutions in the best possible manner. Insights into the main priorities for countering terrorism at EU level, including updates on the upcoming EU Agenda on preventing and countering terrorism and violent extremism, were also shared by Mr Bartjan Wegter, the EU Counter-Terrorism Coordinator (EU CTC), and representatives from the European Commission.

The two-day event combined practical presentations with in-depth discussions and workshop sessions. The first day was dedicated to the definition of terrorism and responses to the emerging trends shaping the threat landscape. On the second day, participants shared their experiences and lessons learned relating to the definition of victims of terrorism, cooperation with online service providers to obtain electronic evidence in counter-terrorism investigations, as well as the recruitment of minors into terrorist and violent extremist activities.
