Strategy of the network

Strategy to combat impunity for the crime of genocide, crimes against humanity and war crimes within the European Union and its Member States

On 30 October 2014, the Genocide Network formally adopted the ‘Strategy of the EU Genocide Network to combat impunity for the crime of genocide, crimes against humanity and war crimes within the European Union and its Member States’. The Strategy demonstrates the national authorities’ ongoing fight against impunity with 1 339 current cases or investigations in EU Member States. The Strategy is based upon practitioners’ experience and knowledge, and reflects lessons learned and best practice of prosecutors, investigators and other experts in this field, as well as the discussions of previous Genocide Network meetings.

The Strategy includes a comprehensive set of measures that EU Institutions and Member States should take to support national authorities in combating impunity, holding perpetrators to account and delivering justice to victims. In doing so, it seeks to strengthen the EU institutions’ and Member States’ commitment to combating impunity for core international crimes, raise awareness of the challenges in investigating and prosecuting core international crimes, and help improve the practice of national authorities.

The Genocide Network, through its contact points at national level and the Network Secretariat at EU level, uses the Strategy to guide the Genocide Network’s continued development and to advocate for greater EU Institutions’ and Member States’ engagement.

The Council Conclusions on strengthening the fight against impunity for the crime of genocide, crimes against humanity and war crimes

On 15 and 16 June 2015, the Justice and Home Affairs Ministers of the Member States adopted the Council Conclusions on strengthening the fight against impunity for the crime of genocide, crimes against humanity and war crimes within the EU and its Member States. The importance of the document, which refers directly to the Strategy, lies in the recognition and endorsement of the Strategy. The Council Conclusions present the renewed commitment of the EU and its Member States to fighting impunity for core international crimes.

The Council of the EU acknowledged that the Strategy is a stocktaking document, based upon the work of practitioners across Member States as well as upon lessons learned and best practice implemented by prosecutors, police investigators and other experts in the field. At the same time, the Council Conclusions reflect the discussions and conclusions of the meetings of the Genocide Network over the past years.

By adopting the Council Conclusions, Member States have a comprehensive reference tool for strengthening national capabilities, procedures and structures in combating core international crimes. Moreover, Member States and EU institutions are invited to implement the measures, identified by the Genocide Network, at national and EU levels.
